Dear Ladies and Gentlemen,

Businessmen and government structures of many countries aim to follow the example of the members of the Big Seven that gain more than $3 trillions of annual income on the world innovation market set up by them. However, these countries’ strong competitive position, fierce efforts of the European Union, China, India, Korea and other countries to get their share of income, insufficient scientific and technical potential put serious obstacles on the way of developing countries to their innovation progress.

In this connection, we could offer a different effective way to the source of income on innovation activities to all developing countries.

As the founder of the environmental, economic, social and political movement “Homo Responsabilis”, I ask you to pay attention for the fact that economic activity of the population of developed countries, so called “Golden billion”, has already brought the environmental situation on our planet to catastrophic condition. Progression of developing countries by the same economic scenario will lead to fall of the earthly civilization.

As far back as 1972, the scientists that had formed an informal organization called “The Cub of Rome” in 1968, in their report “The Limits to Growth” predicted that the increase of population size of the Earth would result in resource depletion: raw materials, fuel, potable water, air – the resources that survival of the mankind depends on. The modern environmental movement develops Report [1] in the spirit of the Club of Rome under the motto “Factor Four” – to halve the rate of natural resources use doubling the efficiency of use of resources. The next step has been already planned – it is “Factor Ten”.
We offer Republic Bulgaria to improve their economy by mass launching of resource-, energy-, fuel-efficient innovation products and technologies (under the mottoes “Factor Four”, “Factor Ten”) that show real crisis management effect due to there extreme technical and economic efficiency.

At the same time you will get a source of increasing income from disposal (re-export) of these products on the newly-launched environmental innovation market – the market of means of struggle against the catastrophic consequences of activities of the traditional market.

Bulgaria will get billions of US dollars for extra export earnings as a result of implementation of the “Program of Innovation Reforms of Developing Countries’ Economies” designed by us.

Our pilot project enables to decrease consumption rate by 50 percent by transition of all types of mechanical equipment, engineering, transport to wearless operation. As a result, it is possible:

1. To prolong service life of worn-out equipment and machinery in operating conditions in which the known ways of wear control are not efficient.
2. To cancel annual assembly and disassembly inspection of the equipment and to change for diagnostic indication maintenance.
The wearless operation technology (WOT) is based on use of lubricants containing antifriction regenerating composition –Moto Guard-ARC.
Lubricants containing Moto Guard-ARC are able to regenerate, during operation, size and form of worn-out steel and cast-iron parts by approx. 1000 μm, increase hardness up to HRC 56-60 and decrease roughness down to Ra = 0.1-0.15 μm. At the same time, Moto Guard-ARC is able to stop locking of microroughnesses tops and developing of cracks on any metallic surfaces instantly.

The universal nature of WOT enables to regenerate a resource, prolong service life and ensure reliable operation of extremely worn-up mechanical equipment and engineering (during operation) in all fields of economy: power engineering, housing and communal services, transport, agriculture, oil- and gas-extraction, coal production, industry, personal subsidiary plot, etc.
Since 2000 Moto Guard-ARC and WOT have been successfully tested at many enterprises in Russia, Ukraine, Belarus, Uzbekistan, Bulgaria and USA. Confirmed cost efficiency of WOT due to decrease of costs of repair and replacement of equipment and decrease of downtime is more than 200 roubles per 1 invested rouble.

WOT enables increase of mechanical engineering competitiveness up to the level of the best manufacturers by final surface generation correcting dimensions with lubricants containing Moto Guard-ARC.
